yeah they are just NPC enemy type things. They'll be to the Norn what the Charr were to the Humans in GW1.
In a nutshell, they exist in the world further north than where you can go in GW. They are foreced south into Norn area's due to that Dragon in the ice you can see in Eye of the North, which has pushed the Norn into old Dwarf area's. They used to live on ships in the ocean, and those ships are basically massive icebergs which has a massive city of Koran on them. Due to the island of Orr rising, it's made loads of places flood and sink into the sea, but also has created land locked seas, and in northern based ones, there is one or two of these ships.
So what that means is there will probably be a dungeon type area which is one of these ships, and then there will also be patrols and invasion forces attacking places around the norn areas.
