due to colour being the frequency at which light rebounds off an object into our eyes and the fact all eyes are differet in size/shape/receptors - we all see(recieve) different frequencies and so see different colours. The only reason we can point at grass and say green is due to programming, we teach "that is green" and so whether or not the other person is seing what you may percieve as red, they will call it green.
colour-blindness can come from 2 places - the recieved light is so adjusted/limited that colours blend into each other so you cant learn the difference between red and green, or that signals from the eye receptors are mis-enterpreted or curupted by either the eye sensors or the nural pathways.
However, balloon is just a pillock!
